ATTORNEY PROFILE
After being honorably discharged from the U.S. Navy in 1971, Mr. Congar received his B.A. in Political Science, Magna Cum Laude from Temple University, Philadelphia, Pa. in 1974 and completed his M.A. course work as an H.B. Earhart Fellow and Senatorial Scholar in 1975. He received his J.D. degree, Cum Laude, from Widener University School of Law in 1982 where he was a member of the Moot Court Honor Society.
Mr. Congar is admitted to all State and Federal Courts within the Commonwealth of Pennsylvania and the State of New Jersey and actively participates within the local bar associations.
For over 21 years, Mr. Congar was engaged as Executive Vice-President and Legal Counsel for a large, multi-faceted regional trade association representing the interests of the land development, homebuilding and related business fields. In that capacity, he served as a lobbyist and public relations spokesman for the industry.
Mr. Congar possesses vast experience in all aspects of business and real estate matters, both as a private investor and on behalf of clients. Mr. Congar has developed, owned and successfully operated several business ventures including a restaurant and community association management company.
Presently, Mr. Congar is associated with a full service title insurance agency with offices in both Chester and Delaware Counties, Pa. Mr. Congar was engaged, for four years, as the exclusive weekly real estate columnist for Daily Local News, the largest daily newspaper of general circulation in Chester County, Pa. and frequently contributes to publications and participates in legal educational programs within his areas of expertise.
For over 25 years, he had served as a Commissioner on the Delaware County Housing Authority, was Founding Chairman of Delaware County Housing Partnership, Inc. and is a former Director to the Pennsylvania Housing Finance Agency and the Delaware County Housing Development Corporation. Mr. Congar is listed in Who's Who in Chester County and was designatged Top Attorney in both the real estate and trusts & estates categories by Main Line Magazine
In addition to contributions to business and professional organizations, Mr. Congar is active within many community, academic and social organizations. He is a member of the Springhaven Golf Club, an avid sports enthusiast and travels extensively. He and his wife, Betty, have been happily married since 1972 and are most proud of their two grown children who each enjoy successful careers.
